<note>Simulation of regional regulation formulation serves as a clinical legal education model aimed at connecting legislative theory with practical lawmaking at the regional level. Through clinical approaches, students not only study legal norms but also experience the legislative process directly—from drafting academic papers to discussing bills with local governments and parliaments. This study employs library research using normative and pedagogical approaches. The findings indicate that clinical legislative simulation enhances substantive legal skills, legal reasoning, and students’ understanding of local political dynamics. Therefore, this model is an effective strategy for developing competent and reflective law graduates who are sensitive to public interests.

Simulasi pembentukan peraturan daerah (Perda) merupakan metode pembelajaran klinis dalam pendidikan hukum yang bertujuan menghubungkan teori perundang-undangan dengan praktik penyusunan kebijakan publik di tingkat daerah. Melalui pendekatan klinis, mahasiswa tidak hanya mempelajari norma hukum secara tekstual, tetapi juga mengalami secara langsung proses legislasi, mulai dari perancangan naskah akademik hingga pembahasan bersama pemerintah daerah dan DPRD. Penelitian ini menggunakan metode studi kepustakaan dengan pendekatan normatif dan pedagogis. Hasil penelitian menunjukkan bahwa model pembelajaran klinis melalui simulasi legislasi meningkatkan keterampilan hukum substantif, kemampuan argumentasi hukum, serta pemahaman mahasiswa terhadap dinamika politik hukum lokal. Dengan demikian, simulasi legislasi dapat menjadi strategi efektif dalam membentuk calon sarjana hukum yang berkompeten, reflektif, dan berorientasi pada kepentingan public
